Citadel's TSF16 Jet Cycles set was part of the original Rogue Trader ranges. It was shown in "White Dwarf 96" [1], the "Astronomican" [2] and 2 mail order flyers. [3,4] It was originally designed for the plastic RTB1 Space Marines but an Imperial Army rider added later. According to "White Dwarf 96" this was the "MK14 Jet-Cycle 'Bullock'".
